Foreign buyers in Greece tend to call when Athens is already winding down for the evening. Four in the afternoon here, nine in the morning in Chicago. And more and more often, the first question is not “how does the Golden Visa work?”. It is “does the balcony get morning sun?” and “how many minutes is it on foot to the sea?”. A small detail? Not really. It is the clearest sign that the profile of the international buyer in Attica is changing.
For years, when people said that foreign buyers in Greece were driving the market, most pictured investors with a single question in mind: the residence permit. That picture has not disappeared. But it now shares the stage with a second, very different lead character, one who is not here for paperwork. One who is here to live.
Foreign buyers in Greece are no longer a single profile
Let us start with the official numbers on foreign buyers in Greece. According to the Greek Ministry of Migration, new Golden Visa applications in the first seven months of 2026 came to 3,086, which is 39% fewer than the 5,028 filed in the same period of 2025. Meanwhile, pending files for investors and family members combined fell from more than 52,000 in early 2025 to 29,273 at the end of July 2026. The queue got shorter, approvals are flowing and active investor permits reached 34,278.
Chinese investors remain at the top, holding roughly 47.5% of active permits in July 2026. The real surprise, though, is Turkish buyers: their active permits rose from 1,268 in December 2024 to 4,975 in July 2026, almost four times as many in a year and a half. For many of them, Athens has become something of a second city, an hour’s flight from home.
Why applications are falling but interest is not
In Attica, the Golden Visa threshold rose to EUR 800,000 for a single property of at least 120 square metres. Put simply, the “cheap studio for a visa” in central Athens is now history.
Investors did not disappear, though. They came in through a different door. Most new applications now go through the EUR 250,000 route, which covers converting commercial space into residential use or restoring a listed building. Suddenly, a closed shop on a side street or an office floor empty since the pandemic has buyers that simply did not exist before.
And that shift left room in the residential market for a different kind of buyer: people looking for a home, not a permit.
The new generation of buyers comes to live
In International Living’s Annual Global Retirement Index 2026, Greece ranked first for the first time ever, scoring especially well on healthcare, climate and housing. It is no coincidence that the questions we receive are increasingly about everyday life and less and less about procedures.
Americans, second and third generation Greeks of the diaspora, Northern Europeans: many do not even need a residence permit to buy. They buy because they want to spend a large part of the year here. We covered American buyers in detail in a separate guide.
At our office we see this shift every day. Foreign buyers in Greece arrive better informed, with a clear budget and a very specific wish list. And they usually ask about the neighbourhood before they ask about the property.
What foreign buyers in Greece look for in Attica
Not all foreign buyers in Greece want the same thing. The visa investor looks at yield and thresholds. Someone who plans to live here looks at life around the front door. A few constants are worth every owner’s attention:
- Walkability. A bakery, a café, a supermarket and, ideally, the sea or a park within walking distance. For someone who drives to buy milk back home, this is pure luxury.
- Outdoor space. A veranda, a roof terrace or a garden. A 90 sq.m. apartment with a good terrace often beats a 110 sq.m. one without.
- Move in ready. Few people want to manage a renovation from thousands of kilometres away. “Needs a little refresh” translates in their minds as “needs six months and a contractor who never picks up the phone”.
- Energy efficiency. Air conditioning, insulation, good windows. The question about the energy certificate comes early.
- Clean paperwork. Legalised building irregularities, clear title, a complete file. They are used to processes where everything is documented and they expect the same here.
- Someone to look after the house. Anyone living six months here and six months elsewhere asks early on who will open the windows in winter. Winter in a closed house is not always kind.
What this means for sellers
The market is no longer running at the pace of previous years. According to the Bank of Greece, apartment prices in Athens rose 5.2% year on year in the first quarter of 2026, compared with 5.7% nationwide. Prices are still growing, but more gently. In a market like this, foreign buyers in Greece with a serious budget become even more valuable, as long as the property speaks their language.
- If you are selling a home, you need a listing in English and an agency that also advertises its properties on international property portals. A home that exists only on Greek platforms might as well not exist for a buyer in Chicago. You also need a floor plan with accurate square metres and photos in natural light.
- If you own a commercial space that sits empty, ask an engineer whether it can be converted to residential use. You may be holding a property with a completely different buyer pool from the one you imagined.
- In every case, a realistic price. Foreign buyers in Greece have plenty of options and they do not buy overpriced properties. They can tell very quickly when a price has been set at “let’s see what happens” and they simply move on to the next one.
- Above all, a ready property identity. If your Electronic Building Identity (Ilektroniki Taftotita Ktiriou) is not ready, you will lose the buyer to an owner who already has everything in place. Nobody waits months for paperwork when two streets away there is a property that can go to the notary tomorrow.
One more point that is often forgotten. Foreign buyers in Greece will not view your home ten times. They usually fly in for a short trip with three or four viewings back to back and decide within days. If the property is not ready to be seen that week, it simply is not on their list.
Frequently asked questions
Are foreign buyers in Greece declining?
New Golden Visa applications are falling, interest is not. Active permits keep rising, investors are turning to commercial spaces for conversion and more and more people are buying to live here rather than for the visa.
Where do most foreign buyers in Greece come from today?
In the Golden Visa programme, Chinese investors lead, with Turkish buyers growing faster than anyone else. Among people buying homes to live in, Americans, the Greek diaspora and Northern Europeans stand out.
Can I sell an old office to a foreign investor?
Possibly, provided the space can legally be converted to residential use. An engineer and a lawyer should check this before the property goes on the market.
What do foreign buyers in Greece look for first?
A walkable neighbourhood, outdoor space, good energy performance, a home that is ready to move into and clean paperwork. Price matters, but it rarely comes first.
The balcony with the morning sun
The numbers say visa applications are falling. Our phone says something more interesting: more and more foreign buyers in Greece are not just looking for a property. They are looking for a piece of their life here. And to find it, they ask about the balcony before they ask about the price.
